Location: Kashipur, Udham Singh Nagar, Uttarakhand

At the “Holi Milan Ceremony,” Chief Minister Pushkar Singh Dhami cited the implementation of laws against religious conversions and riots, and invoked the anti-Muslim conspiracy theories of “love jihad,” “land jihad,” and “thook jihad.” He also mentioned the dissolution of the Madarsa Board, calling it a historic decision. Referring to the India Hate Lab report on hate speech in India, which ranked him first for delivering the highest number of hate speeches in 2025, Dhami stated that if such remarks were deemed hate speech, he would continue to make them.
