Radha Semwal Dhoni, leader of the Hindu-nationalist group Sanatan Sanskriti, stopped and harassed Muslim drivers transporting cattle, forcing them to show identity documents and permits. She demanded that they obtain prior permission from authorities and took their cattle into their possession.
